言歸正傳，1. 如果疑問句在句中做賓語應該用陳述語序，這一點都沒錯。
2. 你看：a is the best answer.
這是個肯定句，是陳述語序。如果就a提問，就可使說是which is the best answer? 是不是呢，呵呵。
讓它在句中作賓語就是：主語+decide which is the best answer.
當然如果原句是：the best answer is a. 如果就a提問還是which is the best answer?
但是讓它在句中作賓語就成了：主語+decide+which the nest answer is.
現在明白嗎？其實這是就主語還是就別的成分提問的問題。英語中就主語提問和就其他部分提問是不一樣的，你應該已經注意到了。
比如，就主語提問的問句是不是一般都沒有助動詞do, does, did之類，呵呵，比如：who said that?
所以這兩種說法都是對的，只是被提問部分在原肯定句中做的成分不一樣。
